Restore Server Domain Controller 2003

Install Fresh copy of Same version of Server IE. Server 2003 R1 or R2
Service pack isn’t too critical if you are doing a full replace all files restore. If not install the same service pack.

After Install Reboot into directory services restore mode to restore the backup. Try replace all files first and hopefully you will get lucky if not reload and try again with out overwrite option. Restore C: drive and System State at the same time.
On 1st boot after restore unplug extra backup drives so it can detect hd controllers extra ones then plug them back in for 2nd boot.
