Control Panel->Regional Settings->Remove Speech Recognition
Step 1 Try the easiest option first. Click the arrow on the Windows language toolbar to bring up a menu. Next click on “Settings” and uncheck all of the items under the “Language Bar” tab. Click on “Advanced” and check the “Turn off advanced text services” option. Reboot your computer and check to see if it is gone. If it returns, continue on to the next steps.
Step 2 Access your start menu and open your control panel. Open the “Regional and Language Options” window.
Step 3 Go to the “Languages” tab, then click the “Details” button. In the new window you should see a “Language Bar” button under the “Preferences” heading at the bottom of the window. Click on the “Language Bar” button.
Step 4 Uncheck the options for showing the Language bar on your desktop and also for showing additional Language bar icons in the taskbar. Click “OK” and “Apply” on the “Regional and Language Options” window. Reboot and check to see if the toolbar is gone. If not, proceed to the final option in the next few steps.
Step 5 Open your start menu and click “Run.” Type “Regsvr32.exe /u msimtf.dll” and press “Confirm.”
Step 6 Repeat Step 5, but type “Regsvr32.exe /u msctf.dll” and confirm. Your Windows language toolbar should be gone for good now.
